President Donald Trump is proposing a new initiative to make it easier for wealthy immigrants to gain US citizenship through a program involving “gold cards” that could be purchased for $5 million. These gold cards would grant foreign nationals green card residency status and a pathway to American citizenship. Trump has predicted that one million of these cards will be sold.
According to Trump, the program could help reduce the national debt quickly. He announced that the “gold card” would replace the existing EB-5 immigrant investor visa program, which allows foreign investors who contribute substantial amounts of money to US businesses, creating or preserving jobs, to become permanent residents. The EB-5 program currently grants “green cards” to such foreign investors.
“We are going to be selling a gold card… We are going to be putting a price on that card of about $5 million,” Trump stated. “It’s going to give you green card privileges, and it will be a route to American citizenship. Wealthy people would be coming into our country by buying this card,” he added.
Further details about the scheme are expected to be released in two weeks. When asked by a journalist whether Russians could participate, Trump replied that it is possible Russian oligarchs could qualify. “Yeah, possibly. Hey, I know some Russian oligarchs who are very nice people,” he said.

The EB-5 Immigrant Investor Program, managed by the US Citizenship and Immigration Services (USCIS), was established by Congress in 1990 to “stimulate the U.S. economy through job creation and capital investment by foreign investors,” according to the USCIS website.
Commerce Secretary Howard Lutnick commented, “The EB-5 program was full of nonsense, make-believe, and fraud, and it was a way to get a green card at a low price. So, the president said, rather than keeping this ridiculous EB-5 program, we’re going to end it and replace it with the Trump gold card.”
